How does this become a reality?
In Spain, we have a fiscal advantage enabled by the Spanish Tax Agency through the SUCOE system. This system allows DMC agencies to invoice clients from the European Union (+ Norway, Iceland, and Switzerland) without VAT, invoicing all contracted services in a single invoice rather than separately through independent invoices from the providers.
This results in a single provision, as even though multiple services are provided, they are closely linked and treated as a single provision.
What is SUCOE?
SUCOE stands for Servicio Único Complejo de Organización de Congresos y Eventos (Single Complex Service for the Organization of Congresses and Events). It is a significant initiative by the Spanish government that makes us a highly competitive destination, and DMC agencies like Benidorm DMC & Events are the only possible intermediaries under this regulation in B2B operations in the MICE sector.
Events without VAT: advantages of using SUCOE.
When all services for an event are contracted through a DMC agency using the SUCOE system, there is a saving between 10% and 21% depending on the services contracted, with an average of 15% savings on the cost of a complete program.
This option is very interesting when clients are from sectors such as education, healthcare, or financial services, sectors that can not deduct the VAT incurred when they do not use SUCOE and receive multiple invoices from providers with VAT. It is also very advantageous in terms of company treasury management, especially when contracting services for large-scale events in Spain.
When you use the SUCOE system with a DMC agency like Benidorm DMC, you do not have to pay VAT, thus avoiding waiting several months for VAT refunds, which is common in Spain, typically a minimum of 6 months after the end of the fiscal year.
As an example, a client who, before contracting with us, held an event in March through various providers, paying all invoices with VAT, did not receive the corresponding €65,000 VAT refund until June of the following year.
Requirements for SUCOE to invoice without VAT To be exempt from VAT, an event must:
- Be based on a B2B relationship, i.e., between companies. DMC <> Client
- Be a corporate business trip, in events such as congresses, conventions, conferences, seminars, kick-offs, fairs, exhibitions…
- The service must include components such as accommodation, rental of meeting spaces, transfers, rental of audiovisual equipment, technical assistance or catering, for example.
- All contracted services must be produced and invoiced by a single event agency with fiscal domicile in Spain.
- Include in a SUCOE contract all elements invoiced by the same agency together on a single invoice.
- It is not valid if the contact is made directly with the suppliers providing the service.
- Everything must go on a single invoice issued by a DMC agency, and there must be a signed contract specifying all the requested services. This step is essential for the Spanish Tax Agency to accept invoices under this special VAT-exempt regime.
- Expenses exclusively for incentive travel or expenses for companions of attendees at congresses, conventions, seminars, or fairs would not fall under this provision.
